Can I send invoices from Less Annoying CRM?

Not from the CRM itself. Its integrations list includes QuickBooks Online sync and proposal tools such as Nusii. In startbuddi, invoices are part of Money Manager on every plan.

Does startbuddi sync my calendar both ways?

No. Confirmed bookings are pushed to Google or Outlook, but startbuddi doesn't read busy times from your calendar.
