Do I need a business plan if I’m not raising investment?

It's still useful even if you're self-funded or bootstrapping — the exercise of writing it clarifies your own thinking about the market and the numbers, which matters regardless of whether anyone else reads it.

How long should a business plan be?

For most small service businesses, 5-15 pages is enough. Save the 40-page version for when a specific investor or lender asks for that level of detail.

Which section should I write first?

Anything except the Executive Summary — write that last, once the rest of the plan exists to summarize.
